Odisha Unveils AI Policy 2025 to Drive Innovation and Governance

In a landmark move, the Odisha government has officially launched the Artificial Intelligence Policy – 2025, a strategic framework aimed at integrating AI-driven solutions into governance, industry, and social development.


The 20th Cabinet Meeting held today, under the Chairmanship of Chief Minister Mohan Charan Majhi, approved five key proposals of different departments.
Chief Secretary Manoj Ahuja announced the decisions taken in the Cabinet Meeting in a press briefing.


Spearheaded by the Odisha AI Mission, the policy focuses on four key pillars: AI Infrastructure, Skills Development, Energy Management, and Regulatory Frameworks, positioning the state as a leading hub for AI innovation.

The AI policy emphasises applications in healthcare, agriculture, education, disaster management, and governance. By leveraging machine learning and automation, the state aims to enhance public service delivery, improve disaster preparedness, and drive economic growth.

To ensure ethical AI adoption, the policy introduces robust data governance frameworks, prioritising security, transparency, and bias mitigation. The government is collaborating with startups, academic institutions, and tech leaders to develop scalable AI-powered solutions that align with India’s broader IndiaAI Mission.

With a dedicated Odisha AI Innovation Hub, the state plans to foster AI startups and research initiatives, creating a thriving ecosystem for emerging technologies. The policy aims to attract investments in AI-powered exports, positioning Odisha as a national leader in AI-driven industries.

Officials emphasise that the policy will act as a catalyst for economic development, generating employment opportunities in tech and research fields while enabling digital transformation across government departments and private enterprises.

As AI continues to reshape industries worldwide, Odisha’s forward-thinking approach signals a new era of tech-enabled governance and sustainable development.
