Odisha Declares Unseasonal Rain as State-Specific Disaster

State Disaster Response Fund to Aid Odisha Farmers Hit by Unseasonal Rain

In a landmark decision, Odisha Chief Minister Mohan Charan Majhi has approved the designation of unseasonal rain as a State-Specific Disaster, offering a much-needed financial safety net to the state’s farmers. This move will enable affected farmers to access relief funds through the State Disaster Response Fund (SDRF).


Odisha has faced severe consequences due to unseasonal rain, particularly in December 2024, when 22,791 hectares of cropland were damaged, impacting over 6.66 lakh farmers. In response, the government had earlier announced ₹291 crore in financial assistance as agricultural input relief. Now, the latest declaration ensures long-term preparedness against unseasonal rains.

Under the revised provisions, up to 10% of the annual allocation of the SDRF can be used for disaster mitigation related to unseasonal rain. This brings farmers under the umbrella of sustained financial aid, ensuring they can recover from unexpected climate-induced losses.

Unseasonal Rain Joins Odisha’s List of State-Specific Disasters

Prior to this decision, Odisha had recognised eight state-specific disasters, including lightning, heatwaves, whirlwinds, tornadoes, intense rainfall, boat accidents during non-flood times, drowning deaths, and snakebites. Now, unseasonal rain becomes the ninth recognised state disaster, making it eligible for government-funded assistance.

This declaration not only provides immediate financial relief but also underscores Odisha’s commitment to prioritising its agrarian sector. The announcement aligns with the state’s broader disaster mitigation strategies and ensures farmers receive timely and effective support.

With the official classification of unseasonal rain as a disaster, farmers can expect streamlined financial assistance under disaster relief schemes. This decision also signals Odisha’s proactive approach to tackling climate unpredictability, a growing concern for agrarian communities.

Farmers, policymakers, and environmental experts alike view this step as a progressive initiative aimed at safeguarding agricultural livelihoods. The state’s unwavering commitment to farmer welfare will be crucial in mitigating future losses.
