Revolutionizing Anganwadi Recruitment: Odisha Makes Graduation Mandatory

The Odisha State Cabinet, under the leadership of Chief Minister Mohan Charan Majhi, approved an amendment mandating a Graduation degree as the minimum educational qualification for Anganwadi Workers.


This initiative is part of the Odisha Children’s and Women’s Welfare Service (Amendment) Rules, 2025, and is set to improve the efficiency and quality of welfare schemes for women and children across the state.

Chief Secretary Manoj Ahuja clarified that the new criteria will apply only to new recruits, while existing Anganwadi Workers will continue to operate under the previous qualification standards. The Cabinet also approved restructuring the welfare service cadres and the implementation of Emergency Medical Ambulance Services (EMAS) for the next five years.

The Chief Minister emphasised that these reforms are designed to strengthen welfare service delivery and ensure better management of critical schemes. Overall, five proposals from six different departments were sanctioned in the Cabinet meeting.
