India has strongly reprimanded a UN special rapporteur for presenting “glaring factual inaccuracies” after a report falsely suggested that Dawood Ibrahim is based in India.
Addressing the UN, Raghoo Puri, First Secretary at India’s Permanent Mission to the UN, corrected the record on Special Rapporteur Ben Saul’s July report. Puri clarified that Ibrahim, leader of the D-Company criminal network responsible for the 1993 Mumbai terror attacks, fled India long before his 2003 UN listing for ties to al-Qaeda.
“To date, he remains a wanted criminal in my country, and as per the UN’s listing entry, resides in the same country where Osama Bin Laden was found and neutralised,” Puri stated, in an explicit reference to Pakistan.
India criticized the report for omitting crucial context from the 1267 sanctions regime narrative and highlighted potential bias. Puri warned that such “incompetence” by special mandate holders severely harms the credibility of the world body.
Dismissing Pakistan’s allegations against India as “pure propaganda,” Puri reiterated that Jammu, Kashmir, and Ladakh remain an inalienable part of India, calling on mandate holders to uphold the highest standards of impartiality and probity.
