In a significant diplomatic and economic maneuver, US President Donald Trump has issued a 60-day national interest waiver on sweeping sanctions and tariffs under the newly enacted Lindsey O. Graham Sanctioning Russia and Iran Act (SRIA).
The move temporarily halts tariffs of up to 100% on major global purchasers of Russian energy, including India, with US Secretary of State Marco Rubio acknowledging that it is unrealistic to expect allies like India to abruptly cut off Russian energy imports without causing severe economic fallout.
Key Highlights of the Announcement
- 60-Day Review Window: Secretary of State Marco Rubio, speaking ahead of his official visits to Uzbekistan and India, explained that the Trump administration will use the 60-day period to rigorously assess how imposing secondary sanctions and tariffs would impact both global markets and the domestic US economy.
- Understanding India’s Position: Rubio noted that while India has voluntarily diversified its energy portfolio, Russian crude remains a substantial component. “It’s hard to pivot from one day to the next. But [India is] also an important ally and partner of the United States,” Rubio stated.
- Global Energy Pressures: The waiver comes amid heightened volatility in international energy markets caused by regional conflicts, including supply chain disruptions in the Middle East and ongoing European tensions.
- Domestic US Factors: The decision follows President Trump’s recent announcement that the US would temporarily import diesel from Russia to lower domestic fuel costs ahead of the upcoming US midterm elections in November.
India’s Stance on Energy Security
India, the world’s third-largest crude oil consumer, currently relies on Russia for approximately 35% to 40% of its total crude imports (roughly 1.9 million barrels per day).
Responding to the passage of the US legislation, India’s Ministry of External Affairs (MEA) reiterated that New Delhi remains “firmly committed” to guaranteeing energy security for its 1.4 billion citizens through diversified sourcing and market dynamics, while taking all necessary measures to protect national trade and economic interests.
