SpaceX founder Elon Musk acknowledged on Saturday that he took the decision to restrict Starlink satellite internet services in Ukraine. His comments came shortly after Kyiv confirmed that its access to the satellite network—which is vital for frontline communications and defense operations—had been fully restored.
Musk Cites Terms of Service Violation and Differentiates Starshield
In a post on X (formerly Twitter), Musk stated that SpaceX restricted access because the Ukrainian military violated the commercial platform’s terms of service by leveraging the network for offensive drone strikes.
”Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it be. Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people. That loophole was closed last week,” Musk wrote.
Addressing questions regarding military-grade access, Musk noted that the government-tier Starshield system operates under a separate administrative framework. “Starshield, a different system, is controlled by the US government. What they decide to do is up to them,” he added.
Role of Starlink on the Front Line and Restored Speeds
Musk emphasized that Starlink remains crucial to Ukraine’s national defense, noting it is currently the only communication system on the front line that cannot be easily jammed or destroyed. He added that SpaceX has done more to support Ukraine’s defense than any other private company globally, helping prevent Russian forces from overwhelming Ukrainian communications during the initial stages of the conflict.
The clarification follows over a week of speed throttling and connectivity disruptions that impacted Ukrainian frontline maneuvers and drone operations. Ukrainian President Volodymyr Zelensky confirmed on Saturday that satellite links for both Starlink and Starshield had been restored to their original speeds. Ukrainian Defence Minister Yevhenii Khmara attributed the resolution to direct diplomatic dialogue with Washington.
