Odisha introduced a ‘Third Gender’ category in the application form for the Odisha Civil Services (OCS) Examination 2025, conducted by the Odisha Public Service Commission (OPSC).
The move aligns with directives from the Odisha Human Rights Commission (OHRC) and marks a significant step toward inclusive recruitment.
Authorities extended the registration and application deadlines to allow eligible candidates to apply under the revised format. Officials clarified that candidates who changed their names after receiving official recognition as a third gender must submit supporting documents during the application process.
This development followed a petition filed by Soni Sil, a third gender aspirant, who alleged discrimination due to the absence of an appropriate gender option in the OCS form. Acting on the complaint, OHRC directed the General Administration and Public Grievance Department to amend the application process.
The Commission also instructed the Department of Social Security and Empowerment of Persons with Disabilities to ensure that all government departments and state-run corporations incorporate the third gender option in their recruitment procedures. OHRC asked the state government to submit a compliance report within 60 days.
Officials and activists hailed the inclusion of the third gender option as a progressive measure that promotes equal access and non-discrimination in public employment. The OPSC OCS 2025 form now reflects Odisha’s commitment to inclusivity and fairness in recruitment.
