The Orissa High Court has delivered a significant ruling on the issuance of Pollution Under Control Certificates (PUCC). The Court stated that vehicle owners must clear all pending challans before obtaining a PUCC.
Advocate General Pitambar Acharya informed that the judgment was passed under Section 167, Sub-section 12 of the Motor Vehicles Act. The Court emphasised that PUCC cannot be issued if outstanding challans remain unpaid.
The case, which had raised questions about compliance and enforcement, concluded with this directive. The ruling effectively strengthens accountability for vehicle owners and ensures stricter adherence to pollution control norms.
The High Court’s decision also underscores the government’s commitment to enforcing road safety and environmental standards. By linking PUCC issuance to challan clearance, authorities aim to reduce violations and improve compliance with the Motor Vehicles Act.
