In a significant development for India’s national security apparatus, the government has appointed senior IPS officer Parag Jain as the new Secretary of the Research and Analysis Wing (RAW), the country’s premier foreign intelligence agency.


The appointment, effective immediately, was approved by the Appointment Committee of the Cabinet and marks a pivotal moment as Jain, a 1989-batch officer from the Punjab cadre, takes over from Ravi Sinha for a two-year term.

Parag Jain brings a wealth of experience to the role, having served in Punjab, a region historically plagued by insurgency and cross-border terrorism. His appointment comes at a critical juncture, with recent incidents such as the June 2025 arrest of an Indian Navy clerk for leaking sensitive Operation Sindoor intelligence to Pakistan highlighting the persistent threats facing the nation. RAW, established in 1968 as an offshoot of the Intelligence Bureau’s external wing, has evolved into a cornerstone of India’s counter-terrorism and espionage efforts, and Jain’s leadership is expected to bolster these operations.

The choice of an IPS officer aligns with a longstanding tradition, as most RAW Secretaries have hailed from this elite service. Jain’s tenure, set at two years, reflects a trend of shorter, focused leadership terms designed to tackle immediate security challenges effectively. This contrasts with the longer tenures often seen in other bureaucratic roles, underscoring the urgency of the current geopolitical landscape.

Industry experts view Jain’s appointment as a strategic move to leverage his expertise in a region known for complex security dynamics. With India grappling with issues like cyber threats, drug trafficking, and separatist movements, RAW’s role in advising policymakers and advancing national interests has never been more critical. The agency’s recent focus on countering transnational terrorism, exemplified by the Uri attack in 2016, further emphasizes the need for a seasoned leader like Jain.

As India navigates an increasingly volatile global environment, all eyes will be on Parag Jain to steer RAW through these turbulent times, ensuring the nation’s intelligence framework remains robust and responsive.
