Minister of Panchayati Raj, Rabi Narayan Naik, made the official declaration in Bhubaneswar, detailing that the awards will be distributed across three administrative tiers — Gram Panchayat, Panchayat Samiti, and Zilla Parishad — to recognise outstanding contributions in rural development.
