Bhubaneswar has just put the civic election machinery on a tighter clock. The Housing and Urban Development Department has issued a revised schedule for ward delimitation and reservation of seats in urban local bodies, covering four municipal corporations—Bhubaneswar, Kataka, Brahmapur and Raurkela—plus 99 municipalities and Notified Area Councils across the State, excluding Boudh district.

The message from government is clear: complete the maps, hear the public, settle the appeals, and lock the final wards before the year runs out.

For the four corporations, Municipal Commissioners must send complete ward-division and reservation details in Forms I and II, along with sketch maps, to the department by October 8. Draft notifications inviting public objections will go out on October 22. Citizens will have until October 31 to respond.

The 99 municipalities and NACs follow a slightly earlier track. District Magistrates will issue draft notifications on October 12. Objections close on October 21. Provisional notifications follow on October 28.

Then comes the appeal window. Anyone dissatisfied with the provisional notifications can approach the Housing and Urban Development Department between October 28 and November 11. District Magistrates must forward those petitions, with comments, to the Director of Municipal Administration by November 12. The appellate authority will hear and dispose of the cases between November 18 and November 25. Final notifications are due on November 30.

Officials have been told there is little room for slippage. Municipal Commissioners, District Magistrates and Executive Officers must stick to the dates so that the groundwork for the next urban local body elections is finished on time.

The process is technical, but the stakes are political and practical. Ward boundaries decide who votes where. Reservation decides which seats are set aside for women, Scheduled Castes and Scheduled Tribes. A delayed or disputed map can stall an entire election calendar. Odisha is trying to close that window before winter sets in.

Residents in the four corporations should watch for the October 22 drafts. People in municipalities and NACs should look for the October 12 notifications. After that, the clock moves quickly from objection to appeal to final order.
