Odisha Tourism Inks MoUs to Boost Heritage, Adventure & Buddhist Pilgrimage

Odisha’s Vision 2036 Takes Shape with Partnerships to Boost Global Tourism Appeal

In a landmark move to position Odisha as a global tourism powerhouse, the state government has signed three Memoranda of Understanding (MoUs) with premier institutions to promote heritage conservation, adventure tourism, and Buddhist pilgrimage circuits.

The signing ceremony, held at Lok Seva Bhavan, was graced by Deputy Chief Minister Pravati Parida, Minister Suryabanshi Suraj, and Chief Secretary Manoj Ahuja, marking a pivotal step toward Odisha’s Vision 2036.


Deputy CM Parida emphasised the MoUs’ role in showcasing Odisha’s rich cultural diversity and heritage globally. “These partnerships reflect our holistic vision to conserve heritage, diversify tourism, and expand Odisha’s global footprint in mission mode,” she said.

Culture Minister Suraj described the Buddhist tourism initiative as a historic effort to revive Odisha’s unparalleled cultural legacy, while Chief Secretary Ahuja highlighted tourism’s potential to drive economic growth and preserve culture.

The first MoU, signed with the Indian Institute of Technology, Madras (IIT-M), focuses on heritage conservation. Through advanced scientific techniques, IIT-M will conduct structural audits, material testing, and geo-technical investigations to preserve Odisha’s iconic monuments. The collaboration includes sustainable reuse plans and project management consultancy to ensure long-term preservation.

The second MoU, with the National Institute of Water Sports (NIWS), Goa, aims to boost adventure tourism. Leveraging Odisha’s extensive coastline and water resources, this partnership will introduce global safety standards, safety audits, and training programs for adventure tourism operators and lifeguards. This initiative is expected to create significant livelihood opportunities for Odisha’s youth.

The third MoU, signed with the Light of Buddhadharma Foundation International (LBDFI) and the Odia Language, Literature & Culture Department, seeks to revive Odisha’s Buddhist heritage. Annual prayer ceremonies will be held at key sites like Ratnagiri, Udayagiri, Lalitagiri, and Dhauli, alongside enhanced visitor amenities, digital engagement infrastructure, and cultural programs highlighting Guru Padmasambhava’s teachings.

Officials noted that these collaborations mark a milestone in building a resilient, inclusive, and future-ready tourism ecosystem. By blending heritage preservation, adventure, and spiritual tourism, Odisha aims to emerge as one of India’s most admired destinations by 2036.
