Chief Minister Mohan Charan Majhi today presented the Odisha Budget 2026-27 in the State Legislative Assembly, emphasising inclusive development under the guiding framework of Garib, Youth, Annadata and Narishakti (GYAN).
Delivered in two parts – Agriculture Budget and General Budget – the speech blended cultural reverence, fiscal discipline and ambitious infrastructure goals to advance the vision of a Viksit Odisha.
Opening with tributes to Mahaprabhu Jagannath and the bountiful monsoon that filled farmers’ granaries, CM Majhi highlighted Odisha’s strong macroeconomic performance. The State’s GSDP is projected to grow at 7.9% in FY 2025-26, with an aspirational nominal growth target of 12% in FY 2026-27, pushing the economy to Rs 11.07 lakh crore. He praised the State’s adherence to the Odisha Fiscal Responsibility and Budget Management Act, earning appreciation from NITI Aayog and RBI.
Significant cultural and spiritual initiatives were announced for the Shree Jagannath Temple in Puri:
- Rs 1,000 crore for a world-class Shree Jagannath Interpretation Centre and restoration of Gundicha Mandir, Emar Math, Pramod Udyan and Raghunandan Library.
- Launch of “Digital Hundi – SAMARPAN”, a secure online donation platform integrated with the temple’s official portal.
- Rs 5 crore grant-in-aid for a comprehensive inventory of Ratna Bhandar ornaments.
The Chief Minister thanked Prime Minister Narendra Modi for increased devolution of central taxes (41% share as per 16th Finance Commission) and Odisha-specific Union Budget allocations, including Rs 10,928 crore for railways, over Rs 15,000 crore for 400 km of national highways, and support for rare earth corridors, National Waterway-5 and port-led industrialisation. The State will contribute Rs 10 crore to fast-track rare earth investments.
Turning to rural empowerment – the first strategic pillar after agriculture – CM Majhi flagged the persisting gap in basic amenities 78 years after Independence. He launched **Mission PoWaR** (Power, Drinking Water and Last-Mile Road Connectivity) to deliver Sadak, Bijli and Pani to every revenue village by 2026-27 on the principles of Speed, Scale and Standard.
Key rural development allocations include:
- Rs 44,309 crore overall for rural development schemes (13% increase over previous year).
- Rs 3,491 crore under Mukhya Mantri Sadak Yojana (MMSY) and Rs 2,050 crore under Setu Bandhan.
- New scheme “Connectivity to Unconnected Habitations” with Rs 1,000 crore.
- Rs 750 crore for PMGSY and Rs 150 crore for PM-JANMAN works.
- Rs 2,200 crore for rural road maintenance.
- Rs 357 crore under Biju Gram Jyoti Yojana for last-mile electrification.
- Rs 2,000 crore for Bikashita Gaon Bikashita Odisha (BGBO) to develop civic assets, sports, education and micro-tourism infrastructure.
- Rs 5,575 crore for the new central scheme Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) offering 125 days of guaranteed employment.
- Rs 1,500 crore transitional MGNREGS funding and Rs 400 crore State support to curb distress migration in 30 vulnerable blocks.
- New initiative “DALKHAI” to tackle root causes of migration through coordinated livelihood, health and knowledge interventions.
- Rs 150 crore for Mukhya Mantri Janajati Jeevika Mission (MMJJM) 2.0 targeting 1.6 lakh tribal households in 2026-27 (scaling to 8 lakh families over five years).
- Rs 326 crore for Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA).
- Rs 7,000 crore under Jal Jeevan Mission and Rs 1,495 crore under BASUDHA, plus a new State Support scheme to achieve piped water supply to all rural households by March 2027.
The budget reinforces decentralised governance with Rs 50,000 crore transfer to local bodies over 2026-31 (as recommended by the 6th State Finance Commission) and additional central grants of Rs 18,715 crore.
CM Majhi framed the budget as a continuation of Odisha’s journey towards self-reliance, cultural preservation and equitable growth, aligned with national initiatives under Prime Minister Modi’s leadership.
