The Odisha government has signed two major MoUs worth Rs 2,655 crore at the ongoing Semicon India-2025 conference in New Delhi, advancing its mission to become a leading semiconductor and advanced electronics hub in India.
On the inaugural day of the three-day event, the state finalized agreements with:

TopTrack Hi-Tech PCB Pvt. Ltd – to set up an advanced printed circuit board (PCB) manufacturing facility with an investment of Rs 1,005 crore.

Sancode Technologies Limited – committing Rs 1,650 crore for a semiconductor-related facility, supported by global technology partners.

A high-level delegation led by Electronics & IT Minister Mukesh Mahaling met with leading global players including:
Thomson Computing, Ineuu, ASP Semicon, VVDN Technologies, Brandworks, InSemi (Infosys), Felcon Ltd, and Intel.
Discussions covered electric vehicles, solar manufacturing, flat panel displays, data centres, smart meters, fintech hardware, AI skilling, and affordable learning devices — signalling Odisha’s ambition to build a comprehensive technology ecosystem.
International Collaborations
Odisha also hosted four roundtable sessions with partner nations Singapore, Malaysia, the US, and the Netherlands to strengthen supply chain resilience and explore bilateral industry partnerships.
Odisha’s Growing Semiconductor Profile
This announcement follows a string of semiconductor milestones for the state:

Union IT Minister Ashwini Vaishnaw recently presented three Odisha-made semiconductor chips to Prime Minister Narendra Modi — two developed at NIT Rourkela and one at Parala Maharaja Engineering College.

Last month, the Union Cabinet approved four semiconductor projects worth Rs 4,594 crore, with Odisha attracting two projects worth Rs 2,066 crore.
