The Odisha Government has approved the draft plan for Town Planning (TP) Scheme-8, advancing the State Capital’s vision for modern and livable cityscapes.
The approval was formalised through an official notification published in the Odisha Gazette, underscoring the commitment to systematic development.
Spanning 560.86 acres across the Andharua and Daspur mouzas, the scheme will be spearheaded by the Bhubaneswar Development Authority (BDA) as the executing agency. This initiative embodies a balanced approach to land utilisation, where landowners will surrender 40% of their holdings for essential urban infrastructure, while retaining 60% as reconfigured, developed TP plots. The resulting layout promises enhanced urban amenities, including wide roads varying from 9 meters to 60 meters, robust drainage systems, reliable water supply, comprehensive sewerage networks, and efficient electricity distribution.
This development is poised to revolutionise connectivity and quality of life in the region, while substantially elevating the market value of the preserved land parcels. By integrating these elements, TP Scheme-8 not only addresses immediate infrastructural needs but also lays the groundwork for long-term economic vitality.
The project aligns seamlessly with the ‘Samrudha Sahara’ programme, a flagship effort aimed at converting Odisha’s urban landscapes into dynamic hubs of growth through methodical land pooling and strategic expansion. It further bolsters the objectives of the Comprehensive Development Plan (CDP) 2010, which envisions a 65 km ring road encircling the Bhubaneswar development zone to facilitate seamless regional integration.
To realise this ambitious framework, BDA intends to roll out additional TP schemes in revenue villages lining the proposed ring road. Emphasising urgency and excellence, BDA Vice-Chairman Dr N. Thirumala Naik has directed officials to accelerate project execution, institute routine progress evaluations, and prioritise top-tier infrastructure that promotes sustainable urban evolution.
With this approval, Bhubaneswar edges closer to its goal of becoming a model of planned urban progress, blending innovation with inclusivity for residents and investors alike.
