Just 11 days after placing him under suspension, the Odisha government has moved to the next crucial stage by formally asking the Director General of Police to initiate disciplinary proceedings against IPS officer Dayal Gangwar (OD-1998).
In an official letter dated June 29, Additional Secretary to Government, Trilochan Majhi, IAS, has written to the DGP, Odisha, directing him to immediately prepare and submit the complete set of documents required to launch formal action under the All India Services (Discipline & Appeal) Rules, 1969.
The letter specifically references Government Order No. 21679 dated June 18, 2026, under which Gangwar was suspended. It reminds that, as per Rule 3(c) of the AIS (D&A) Rules, disciplinary proceedings must be initiated within 30 days of suspension.
The Home Department has now asked the police chief to urgently furnish:
- Draft Memorandum of Charges
- Articles of Charge
- Statement of Imputations of Misconduct
- Memo of Evidence
…for the government’s approval.
The move signals that the state is treating the matter with urgency and is determined to follow due process within the prescribed legal timeline.
