Odisha Governor Urges Students to Drive Innovation on OUTR’s 4th Foundation Day

Odisha Governor Dr Hari Babu Kambhampati called on students to harness education for bolstering India’s self-reliance through meaningful innovations and sustainable solutions during the fourth Foundation Day celebrations of the Odisha University of Technology and Research (OUTR).


As the chief guest, the Governor delivered a keynote address emphasising that India must go beyond “Make in India” to embrace “Design in India” and “Innovate for the World.”

In his speech, Dr Kambhampati described education as more than mere knowledge acquisition. “It is meant to nurture intellect, goodness, and imagination,” he said. “True education moulds responsible and compassionate citizens.”

The Governor commended OUTR’s efforts in promoting engineering, planning, architecture, management, and research, noting that the university’s holistic education approach reflects its commitment to excellence. In just four years, OUTR has evolved into a dynamic hub of knowledge and innovation, he added, extending congratulations to the university’s leadership, faculty, staff, and students. “In a short span, OUTR has become a centre of creativity and excellence, inspiring the youth to become innovators and nation-builders,” the Governor remarked.

Looking ahead, Dr Kambhampati highlighted OUTR’s dedication to emerging fields, praising the introduction of new curricula in artificial intelligence, robotics, quantum computing, and semiconductor technology. He also lauded the university’s adherence to the National Education Policy (NEP) 2020.

Referencing recent announcements by Prime Minister Narendra Modi, the Governor spotlighted Odisha’s enthusiastic role in India’s semiconductor revolution. He discussed the establishment of the country’s first commercial compound semiconductor fabrication facility and an advanced packaging unit in the state. “The combined efforts of the central and state governments are positioning Odisha as a technology growth hub under the semiconductor production and fabless policy,” he noted.

Emphasising the pivotal role of the younger generation, the Governor stated, “The future of semiconductor technology and artificial intelligence lies in the capable hands of our students.” He urged them to actively participate in this transformative process.

The event featured addresses from Ekamra-Bhubaneswar MLA Babu Singh and OUTR Vice-Chancellor Prof. Bibhuti Bhusan Biswal. Prof. Achyuta Nanda Acharya, Dean (Academic Affairs), delivered the welcome address, while Registrar Ashish Kumar Jena proposed the vote of thanks.

During the program, the Governor inaugurated the Digital Manufacturing Excellence Centre at OUTR and presented awards to meritorious students.
