Chief Minister Mohan Charan Majhi is set to chair the state Council of Ministers meeting on November 24,Monday. In this meeting, approval is expected for a supplementary budget of approximately Rs 10,000 crore for the financial year 2025-26, according to reliable sources.
The cabinet session is also scheduled for the same day. This meeting, occurring just before the fifth session of the 17th Odisha Legislative Assembly—known as the winter session—will see stamps of approval on multiple key proposals.
Notably, last Monday, Chief Minister Mohan Charan Majhi conducted a review of departmental expenditures for the 2025-26 financial year. During this review meeting, detailed accounts were examined regarding how much each department has spent and the amounts remaining deposited in various banks. Additionally, under centrally sponsored schemes (CSS), the funds received by the state, the amounts expended, and the expected inflows by March were thoroughly reviewed.
Based on this assessment, the supplementary budget has been prepared. Following cabinet approval, it will be presented in the assembly. The winter session of the 17th Assembly is slated to begin on November 27, with the Chief Minister, who also holds the finance portfolio, presenting the supplementary budget in the House on November 28.
It is worth mentioning that in the previous financial year 2024-25, the state government introduced a supplementary budget of Rs 12,156 crore. Of this, Rs 10,155 crore was allocated for government programs, Rs 1,685 crore for administrative expenses, and the remainder for other categories.
