Odisha Chief Minister Mohan Charan Majhi received the final report of the Sixth State Finance Commission (SFC) from its Chairman, Dr Arun Kumar Panda, at Lok Seva Bhawan today.
During the event, the Chief Minister also inaugurated the ‘Samiksha’ portal, a new digital platform aimed at enhancing transparency in the implementation of local development projects.
The ‘Samiksha’ portal (accessible at https://samikshya.odisha.gov.in) provides real-time updates on the progress of infrastructure projects funded through State Finance Commission (SFC) and Central Finance Commission (CFC) grants. These include roads, drinking water supply, sanitation, street lighting, parks, and other public utilities. The platform allows citizens, elected representatives, and the general public to track project status, promoting greater accountability and public participation in governance.
Addressing officials during the meeting, CM Majhi emphasised the need to strengthen Odisha’s economic framework, restructure panchayat-level infrastructure, improve living standards, and address disparities between rural and urban areas to build a foundation for a prosperous state.
The SFC report focuses on creating a predictable, formula-based mechanism to bolster the financial independence of local bodies. It prioritises equity, the reduction of regional imbalances, and tailored recommendations that address the unique needs of rural and urban local institutions, including both financial and non-financial measures for holistic development.
The event was attended by Deputy Chief Minister Kanak Vardhan Singh Deo, Chief Secretary Anu Garg, Development Commissioner-cum-Additional Chief Secretary Deoranjan Kumar Singh, Principal Secretary to CM Shashwat Mishra, and other senior officials from Finance, Electronics & IT, and Panchayati Raj departments. SFC members Prof. Asit Ranjan Mohanty, Dr Bibhu Prasad Nayak, Member Secretary Dr Satya Priya Rath, and Director of Municipal Administration Arindam Dakua were also present.
