In a significant restructuring of the Odisha Cabinet’s operational framework, the authority of secretaries has been curtailed, while ministers will now have enhanced decision-making powers.
The Parliamentary Affairs Department has issued directives outlining these changes, which aim to strengthen ministerial influence in governance.
According to the new regulations:
- The Cabinet meeting date will be finalised five days in advance.
- All proposals will be finalised three days before the meeting.
- Cabinet proposals will be submitted to ministers two days in advance.
- No proposal will be presented in the Cabinet without the Chief Minister’s approval.
- Departmental Cabinet meetings cannot convene without prior approval from the Chief Minister.
This move is expected to streamline the governance process by ensuring ministerial participation in key decisions while maintaining a structured approach to Cabinet proceedings.
