The Winter Session of the Odisha Legislative Assembly will begin on Thursday, November 27, 2025, and continue until December 31, 2025, with a total of 29 working days.
Ahead of the session, Speaker Surama Padhy convened an all-party meeting on Wednesday at 12:30 p.m. She urged members to cooperate for the smooth and orderly conduct of the House. Moreover, she appealed to all parties to uphold democratic traditions and maintain the dignity of proceedings.
The meeting brought together key leaders, including Chief Minister Mohan Charan Majhi, Deputy Chief Minister Kanak Vardhan Singhdeo, Parliamentary Affairs Minister Mukesh Mahaling, Law Minister Prithviraj Harichandan, Government Chief Whip Saroj Pradhan, Opposition Chief Whip Pramila Mallik, and Congress Legislature Party Leader Ramchandra Kadam.
After the meeting, Parliamentary Affairs Minister Mahaling stated that the Speaker had requested all members to ensure constructive debate. Furthermore, opposition leaders stressed that they should receive equal time and opportunity to raise issues, similar to the ruling party.
The Winter Session will open with a historic address by President Droupadi Murmu on November 27. In addition, on November 28, the government will present the first supplementary budget for the financial year 2025–26.
Discussions on supplementary expenditure demands will follow on December 4, 5, and 6, while the Appropriation Bill will be introduced on December 8.
Ultimately, the all-party meeting reaffirmed the commitment of all political groups to maintain democratic traditions and uphold the decorum of the House. Consequently, the Speaker expressed confidence that with cooperation from all sides, the Winter Session would proceed smoothly and effectively.
