From Rafting to Hot Air Balloons: Odisha’s Plan to Redefine Tourism

In a landmark move to position Odisha as a premier global destination for adventure tourism, Chief Minister Mohan Charan Majhi chaired a high-level meeting at Lok Seva Bhawan today, where the Odisha Adventure Tourism Guidelines-2025 were finalised.

This ambitious policy aims to harness Odisha’s natural beauty and untapped potential to create a vibrant adventure tourism ecosystem, aligning with Prime Minister Narendra Modi’s vision of a Viksit Bharat (Developed India) by 2047.


The Chief Minister emphasised a “Think India, Think Odisha” approach, underscoring the state’s commitment to making its tourism sector a magnet for both domestic and international visitors. “When people think of visiting India, Odisha should be the first destination that comes to mind,” CM Majhi asserted. The guidelines are designed to transform Odisha’s diverse landscapes—ranging from lush forests to serene rivers and rugged terrains—into world-class adventure tourism hubs.

The policy is part of a broader vision to develop Odisha’s tourism sector in sync with the state’s economic and social goals. By promoting adventure tourism, the government aims to not only boost the economy but also create substantial employment opportunities, particularly for the youth.


Odisha Adventure Tourism Guidelines 2025: Key Features

The Odisha Adventure Tourism Guidelines-2025 outline a comprehensive strategy to develop adventure tourism across the state’s 30 districts.

Key highlights include:

  • Mapping and Development of Sites: The government will identify and map potential adventure tourism sites across all districts, ensuring a systematic approach to development. Specific projects include promoting rafting in Satkosia and hot air ballooning over the scenic Hirakud Dam.

  • Youth Empowerment through Training: The guidelines prioritise skill development for the youth, offering training and certification in water, land, and air-based adventure activities. This initiative is expected to create a wide range of job opportunities, from tour guides to adventure sport instructors.

  • Private Sector Participation: To accelerate growth, the state will encourage private sector involvement through the ‘Go Adventure’ portal, which will streamline approvals for private entities. Incentives under the Odisha Tourism Policy-2022 will further attract investments, ensuring world-class infrastructure and services.

  • Diverse Adventure Offerings: The policy envisions a range of activities, including trekking, paragliding, kayaking, and more, tailored to Odisha’s unique topography. These initiatives aim to cater to thrill-seekers while showcasing the state’s natural and cultural heritage.


The guidelines are poised to have a transformative impact on Odisha’s economy. By developing adventure tourism, the state expects to attract a steady influx of tourists, boosting local businesses and hospitality sectors. The focus on youth training and certification will empower local communities, particularly in rural and tribal areas, by providing sustainable livelihood options.

The Chief Minister highlighted that adventure tourism aligns with Odisha’s broader development goals, contributing to economic diversification and job creation. “This is not just about tourism; it’s about building a vibrant, self-reliant Odisha,” Majhi stated.

The meeting was attended by key officials, including Chief Secretary Manoj Ahuja and Commissioner-cum-Secretary of the Tourism Department, Balwant Singh. Their presence underscores the state’s commitment to swift and effective implementation of the guidelines. The Tourism Department will play a pivotal role in coordinating with private stakeholders and local communities to ensure the policy’s success.

A Call to Adventure

With the Odisha Adventure Tourism Guidelines-2025, the state is set to embark on a thrilling journey to redefine its tourism landscape. From the rapids of Satkosia to the skies above Hirakud, Odisha is poised to offer unforgettable experiences for adventure enthusiasts while fostering economic growth and empowering its youth.

As the state rolls out these initiatives, the world will soon discover why Odisha is the ultimate destination for adventure and exploration.
