The Registrar of Cooperative Societies in Odisha has issued a directive to accelerate farmer registration for the Kharif 2025-26 season, emphasising the need for immediate action due to unsatisfactory progress in several districts.
In a letter dated August 13, 2025, the Registrar instructed all Divisional Deputy Registrars and Circle Assistant Registrars to expedite the process through Primary Agricultural Cooperative Societies (PACS), Large-Sized Adivasi Multipurpose Cooperative Societies (LAMPS), Women Self-Help Groups (SHGs), and Water Users’ Associations (Panchayats).
The letter highlighted that farmer registration in many districts lags significantly compared to last year’s figures for the same period. While some Primary Procurement Centres (PPCs) have initiated registration, progress remains nominal. The Department of Food Supplies has set August 20, 2025, as the deadline for completing the registration process. The slow pace of enrollment through Women SHGs and Water Users’ Associations is a particular concern, prompting the Registrar to call for coordination with District Project Coordinators (DPCs) under the Mission Shakti initiative to address the issue.

Significant delays in generating farmer codes at several PPCs have also hindered real-time registration efforts. The Registrar has ordered immediate resolution of these delays to ensure timely completion. To tackle internet connectivity issues and expedite the process, PACS and LAMPS will remain open from 8 AM to 8 PM, including Sundays and holidays. For sharecroppers, 100% field verification will be conducted, ensuring land ownership consent and validation of cultivated land. The Registrar has also emphasised collaboration with Mission Shakti to enhance registration through Women SHGs and Water Users’ Associations.
This initiative underscores the state’s commitment to ensuring all farmers are registered efficiently to access benefits for the upcoming Kharif season, addressing bottlenecks and leveraging extended operational hours to meet the deadline.
