NIT Rourkela Signs Landmark MoU with Rourkela Police to Drive Tech-Enabled Policing in Odisha

In a first-of-its-kind initiative in Odisha, NIT Rourkela and Rourkela Police have entered into a landmark Memorandum of Understanding (MoU) to advance digital policing, technological innovation, and citizen-centric service delivery.


The strategic partnership aims to foster long-term cooperation in IT-based solutions, digital investigation, training, and knowledge sharing. It also emphasizes transparency and efficient policing practices through advanced technologies.

Skill Development Programme Launched
As part of this collaboration, an 8-day “Skill Development Programme on Digital Transformation for Police Personnel” (from July 25 to August 2) was inaugurated. Around 200 police personnel from Rourkela Police District will receive training at NIT Rourkela on data analytics, digital investigation tools, and technology-driven policing techniques. The initiative seeks to empower officers with modern skills essential for effective law enforcement in the digital era.

A Proven Partnership
This MoU builds on the success of the Online FIR system, Odisha’s first, launched in 2024 by NIT Rourkela in collaboration with Rourkela Police. The Anusandhan portal, compliant with BNSS 2023, has already facilitated over 6,310 online FIRs, demonstrating the impact of academic-police collaboration in improving public services.

Future Outlook
This initiative sets a scalable model for smart, AI-ready, and citizen-focused policing in Odisha, potentially inspiring similar collaborations across the country.
