Major IAS Reshuffle in Odisha: Strategic Changes to Key Administrative Roles

The Odisha government has effected a major reshuffle within the Indian Administrative Service (IAS) cadres, appointing 27 officers to strategic positions across various departments.


In a notification issued by the General Administration & Public Grievance Department, multiple officials were assigned new roles to strengthen administrative operations. Several officers were retained in their current posts, with their designations being elevated to Joint Secretary-equivalent roles.

Appointments:
  • Dharam Hansdah, at present Special Secretary to the Government, Forest, Environment and Climate Change (MoFE&CC) Department was appointed as Joint Secretary to Government, the MoFE&CC Department.
  • Rina Mohapatra, at present Special Secretary to Government, Fisheries & Animal Resources (F&AR) Department was appointed as Joint Secretary to Government, the F&AR Department.
  • Niyati Pattnaik, at present Director, Social Security & Empowerment of Persons with Disabilities (SS&EPD), Odisha was allowed to continue as such. The post of Director, SS&EPD was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Dr. Maheswar Swain, at present Director, Panchayati Raj, Odisha, was allowed to continue as such.
  • Srikanta Tarai, at present President, Board of Secondary Education (BSE), Cuttack was allowed to continue as such. The post of President, BSE was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Birendra Korkora, at present Director, Secondary Education, Bhubaneswar was allowed to continue as such.
  • Laxman Kumar Mallick, at present Director, Scheduled Caste Welfare was allowed to continue as such. The post of Director, SC Welfare was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Upama Kalo, at present Additional Commissioner, Settlement and Consolidation, Sambalpur-ll was allowed to continue as such. The post of Additional Commissioner, S&C, Sambalpur-ll was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Lily Kumari Kullu, at present Special Secretary to Government, Revenue & Disaster Management (R&DM) Department was appointed as Joint Secretary to Government, the R&DM Department.
  • Kabindra Kumar Sahoo, at present Collector & District Magistrate, Deogarh was allowed to continue as such.
  • Pradeep Kumar Nayak, at present Additional Commissioner, Additional Revisional Court, Bhubaneswar was allowed to continue as such. The post of Additional Commissioner, Additional Revisional Court was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Madhusudan Dash, at present Collector & District Magistrate, Nuapada was allowed to continue as such.
  • Premjit Nayak, at present Director, AYUSH, Odisha, was allowed to continue as such. The post of Director, AYUSH was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Narahari Sethy, at present Special Secretary to Government, Water Resources (WR) Department was appointed as Joint Secretary to Government, the WR Department.
  • Jugaleswari Dash, at present Director, OBC, Bhubaneswar was allowed to continue as such. The post of Director, OBC was declared equivalent in status and responsibility to the post of Joint Secretary to Government provided in the IAS cadre of the State.
  • Madhumita Rath, at present Special Secretary to Government, Handloom, Textiles & Handicrafts (HT&H) Department was appointed as Joint Secretary to Government, the HT&H Department. She was allowed to remain in additional charge of Managing Director, Utkalika.
  • Debasis Singh, at present Special Secretary to Government, Housing & Urban Development (H&UD) Department was appointed as Joint Secretary to Government, the H&UD Department.
  • Subrat Kumar Panda, at present Collector & District Magistrate, Boudh was allowed to continue as such.
  • Pratap Chandra Hota, at present Special Secretary to Government, Parliamentary Affairs (PA) Department was appointed as Joint Secretary to Government, the PA Department.
  • Nibedita Mishra, at present Special Secretary to Government, Energy Department was appointed as Joint Secretary to Government, Energy Department.
  • Rega Geetarani Patnaik, at present Special Secretary to Government, Rural Development (RD) Department was appointed as Joint Secretary to Government, the RD Department.
  • Archana Das Pattanaik, at present Special Secretary to Government, Excise Department was appointed as Joint Secretary to Government, Excise Department.
  • Anjana Panda, at present Special Secretary to Government, Food Supplies & Consumer Welfare (FS&CW) Department was appointed as Joint Secretary to Government, the FS&CW Department.
  • Nivedita Prusty, at present Special Secretary to Government, Home Department was appointed as Joint Secretary to Government, Home Department.
  • Swayam Prava Mohanty, at present Special Secretary to Government, Women & Child Development (W&CD) Department was appointed as Joint Secretary to Government, the W&CD Department.
  • Sudam Charan Mandal, at present Special Secretary to Government, Food Supplies & Consumer Welfare (FS&CW) Department was appointed as Joint Secretary to Government, the FS&CW Department.
  • Girish Chandra Singh, at present Special Secretary to Government, School & Mass Education (S&ME) Department was appointed as Joint Secretary to Government, the S&ME Department.

These changes are aimed at streamlining governance and enhancing departmental efficiencies.

A video that is going viral on social media shows Allu Arjun heading towards the entrance of Mumbai Airport. He was seen wearing a white t-shirt and black tracks. During the security check, he presented his ID proof to the security personnel at the entry point, after which the latter asked him to remove his sunglasses and mask, and show his face for verification. The actor was then seen exchanging a few words with the CISF personnel, and a member of his team was also seen talking to the officer. After a brief interaction, Allu Arjun was seen removing his sunglasses, followed by a quick removal of his face mask for identification.
