Lakhpati Didi: A Transformative Movement Towards Women Empowerment in Odisha

The true measure of progress in a society is determined by the empowerment of its women. Aligned with this philosophy, the Government of Odisha, under the visionary leadership of Chief Minister Mohan Charan Majhi, has diligently advanced women’s empowerment through the groundbreaking initiative of ‘Lakhpati Didi.’ This flagship program is a manifestation of Prime Minister Narendra Modi’s ambitious vision to create a robust network of women entrepreneurs, making them financially independent and socially empowered.

In a significant achievement, Odisha has secured the second position in implementing the Lakhpati Didi initiative, closely trailing Maharashtra. With over 9.36 lakh women already achieving the landmark of earning ₹1 lakh or more annually, Odisha is swiftly approaching the top position nationally, underscoring its focused commitment to this transformative scheme.

The initiative’s essence lies in its multidimensional approach, executed meticulously by the Odisha Livelihoods Mission (OLM). OLM’s relentless efforts in financial inclusion, skill enhancement, market access, and capacity building have created a robust ecosystem where women entrepreneurs thrive.

Odisha’s performance in the Lakhpati Didi initiative is compelling, with significant milestones achieved across various districts. Sambalpur leads the state with 79% of its target already fulfilled, closely followed by Jagatsinghpur at 70% and Jajpur at 69%. Overall, as of March 19, 2025, Odisha has successfully created more than 9.36 lakh Lakhpati Didis against a yearly target of 16.19 lakh, marking an impressive progress of 58%.

The success of this initiative is further enriched by strategic partnerships at both national and state levels. Technical and strategic support from several reputed national and state-level agencies has significantly enhanced productivity, livelihood diversification, and market linkages for these grassroots women entrepreneurs. Various expert organizations provide vital assistance, ranging from enhancing livelihood models to ensuring robust market strategies in diverse sectors including food and beverages, handicrafts, and micro-enterprise development.

Central to enhancing the visibility and financial success of the Lakhpati Didi initiative is the Subhadra Shakti Mela, which recently concluded with resounding success. This mela served not just as a marketplace but as a powerful platform for women entrepreneurs from diverse sectors, offering them exposure, economic gains, and networking opportunities.

One significant event illustrating the transformative impact of these efforts was the recent Subhadra Shakti Mela 2025, organized at State and at 4 regional levels. The mela provided an exceptional platform for women entrepreneurs across the state, hosting more than  SHGs and Producer Groups (PGs), including 300 first-time participants. This event generated a remarkable business turnover exceeding Rs. 8 crore. Of the Potential Lakhpati Didis who attended the mela, an impressive 1000 transitioned into certified Lakhpati Didis.

Women SHGs across Odisha have embraced diverse economic activities under the Lakhpati Didi framework. From traditional handloom and handicrafts to modern agribusiness and processed food enterprises, the women entrepreneurs have showcased innovation and tenacity. Millets-based products, terracotta crafts, golden grass items, and organic products have become symbols of economic independence, bridging traditional craftsmanship with modern market demands.

An epitome of entrepreneurial spirit and success, the Maa Vaishno Devi Producer Group from Pandakamal in M. Rampur block, Kalahandi district, stands out as a beacon of transformation. The group, consisting of 20 dedicated members and supporting 120 skilled women from 26 SHGs, has turned its garment manufacturing unit into an impressive entrepreneurial success. With products ranging from uniforms, men’s and women’s wear, kids’ clothing, and Sambalpuri sarees, their business generated a staggering turnover of Rs 78 lakh last year alone.

Notably, during the recent Subhadra Shakti Mela, Maa Vaishno Devi PG showcased exceptional performance, achieving sales exceeding Rs 6 lakh. Their products have gained popularity beyond Odisha, reaching markets in Kolkata, Jharkhand, Bihar, and various local and national wholesalers. Fabrics sourced from Surat, Raipur, Ludhiana, Tamil Nadu, and Coimbatore indicate the scale and strategic approach of their business operations.

The success of Maa Vaishno Devi PG is symbolic of the transformational potential that the Lakhpati Didi initiative carries. By converting ordinary homemakers into thriving entrepreneurs, it has positioned Odisha as a frontrunner in women empowerment and livelihood innovation.

A structured market linkage strategy is currently underway, aiming to strengthen value chains, expand market access, and significantly increase the earning potential of the Lakhpati Didis. Digital platforms, E-commerce, and international export linkages are being leveraged to introduce these grassroots entrepreneurs to broader and global markets. Collaborations with governmental export agencies, certifications such as ISO, Organic, and Fair Trade, and aggressive marketing campaigns on digital platforms and social media are being pursued rigorously to uplift the economic status of women entrepreneurs across the state.

With more than 9.36 lakh women already achieving Lakhpati status in Odisha, including aspirational and tribal districts, the journey has just begun. Odisha’s relentless commitment to the Lakhpati Didi initiative positions it to soon lead nationally, surpassing states like Maharashtra. This journey is not merely about economic growth, it embodies social empowerment, community transformation, and nation-building. With every empowered woman, Odisha moves closer to realizing the dream of an inclusive, equitable, and prosperous society.

Indeed, Lakhpati Didi is not just an initiative; it is a movement towards a better, stronger Odisha, led by empowered women whose success stories inspire generations to come.
