The Government of Odisha has appointed Shri Kaustuva Dipta Pany, a 2016-batch Indian Railway Traffic Service (IRTS) officer, as Joint Secretary in the Commerce & Transport Department.
The appointment, made on foreign service terms and conditions, follows the approval of the Railway Board, Ministry of Railways, Government of India.
According to the official notification issued by the General Administration & Public Grievance Department on September 16, 2025, Shri Pany will also continue to hold the additional charge of Commissioner, Rail Coordination. His deputation to the Government of Odisha will span three years, effective from his joining date—September 9, 2025.
This strategic appointment is expected to strengthen coordination between the state and central railway systems, especially in areas of infrastructure, logistics, and transport policy. Shri Pany’s dual role is seen as a move to streamline rail-related initiatives under the Commerce & Transport Department.
