In a significant boost for Indian exporters and small businesses, the Department of Posts under the Ministry of Communications has announced the resumption of all international postal services to the United States of America (USA) starting October 15, 2025.
The suspension of these services, which took effect on August 22, 2025, was prompted by U.S. Executive Order 14324. This order halted the de minimis treatment for postal shipments, introducing stringent new requirements from the U.S. Customs and Border Protection (CBP) for collecting and remitting import duties on incoming goods.
India Post has overcome these challenges through rigorous system upgrades, close collaboration with CBP-approved Qualified Parties, and successful pilot tests in the Delhi and Maharashtra postal circles. The result is a robust Delivery Duty Paid (DDP) framework that ensures seamless compliance. Under this system, all relevant customs duties are now prepaid in India at the time of booking and directly forwarded to CBP via authorised channels. This upfront collection guarantees quicker customs processing, eliminates surprises for recipients, and delivers packages without delays or extra fees abroad.
A key highlight of the new regulations is the simplified duty structure for postal items. As per CBP guidelines under the International Emergency Economic Powers Act (IEEPA), a flat 50% duty applies to the declared Free on Board (FOB) value for shipments originating from India. Unlike commercial or courier shipments, postal mail avoids additional base or product-specific tariffs, making it an economically viable option for micro, small, and medium enterprises (MSMEs), artisans, small traders, and e-commerce sellers.
Crucially, India Post is absorbing the administrative costs of DDP and Qualified Party facilitation, keeping postal rates steady and affordable. This move underscores the department’s commitment to shielding exporters from rising global trade barriers while preserving the postal channel’s role as a cost-effective export lifeline.
Senders can now dispatch EMS, Air Parcels, Registered Letters/Packets, and Tracked Packets to the USA from any Post Office, International Business Centre (IBC), Dak Ghar Niryat Kendra (DNK), or the online Self-Service Portal at www.indiapost.gov.in. The DDP model not only promotes transparency—allowing senders to calculate total costs upfront—but also streamlines the entire export process, fostering predictability and recipient satisfaction.
This development aligns with national priorities like Make in India, One District One Product (ODOP), and the expansion of DNKs, positioning India Post as a vital enabler of inclusive economic growth. To amplify its impact, postal circle heads have been directed to launch targeted awareness campaigns for exporters, entrepreneurs, and small businesses, encouraging greater utilisation of postal exports.
The resumption represents a pivotal step in fortifying India’s global postal infrastructure, empowering domestic producers to tap into the lucrative U.S. market with reliable, duty-compliant logistics.
