The Odisha State Government Universities (Reservation in Teacher Cadre) Ordinance, 2025 was introduced in the Odisha Legislative Assembly on Wednesday amid uproar from the opposition benches.
Higher Education Minister Suryabanshi Suraj tabled the ordinance in the House during the afternoon session.
The State Cabinet had given its approval to the proposal for enacting the ordinance on December 24 last year. However, it could not be notified at the time as the Assembly was not in session.
As per the provisions of the ordinance, each university will be treated as a single unit while implementing reservation in the direct recruitment of teachers to the posts of Professor, Associate Professor and Assistant Professor. The move is aimed at bringing the state’s universities on a par with the reservation norms followed at the national level.
Reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Socially and Educationally Backward Classes (SEBC) and Persons with Disabilities (PwD) will be applied uniformly in all government universities.
However, the reservation policy will not be applicable in Centres of Excellence, Research Centres or any nationally reputed educational institutions.
A bill related to the ordinance is expected to be introduced in the Assembly during the current session.
