The Election Commission of India (ECI) has rolled out digital broadcast and telecast vouchers for National and State recognized political parties ahead of the Bihar Legislative Assembly Election 2025.
This initiative, under Section 39A of the Representation of the People Act, 1951, empowers parties to connect with voters through Doordarshan and All India Radio (AIR).
Leveraging an IT platform, the ECI has issued Digital Time Vouchers to eligible parties in Bihar. Each party receives a base allotment of 45 minutes on both Doordarshan and AIR, distributed evenly across the regional network. Moreover, parties that performed well in the previous Bihar Assembly election have earned additional airtime.
The broadcast and telecast period begins after the official list of contesting candidates is published and concludes two days before polling. Officials from the CEO Bihar’s office will oversee a draw of lots to finalize the schedule, ensuring transparency and fairness.
To participate, political parties must submit transcripts and recordings in advance. They must follow Prasar Bharati’s technical standards and may record content at certified studios or Doordarshan/AIR Kendras.
In addition to party-specific broadcasts, Prasar Bharati will organize up to two panel discussions or debates. Each eligible party can nominate one representative, and a designated moderator will lead the sessions.
By offering free airtime and structured programming, the ECI promotes equitable media access and encourages informed voter engagement throughout the Bihar Assembly elections.
