Deputy CM KV Singh Deo Launches Clean Energy Dialogue in Odisha

Odisha Leads India’s Green Shift with Energy Transition Workshop

A workshop on the Odisha Energy Transition Policy was held at Mayfair, Bhubaneswar, bringing together key stakeholders from government departments, industry, and international financial institutions.


This milestone event served as a collaborative platform where representatives from diverse sectors—including Industry, Health, Fisheries, Urban Development, and Agriculture—convened to discuss the policy’s strategic direction.

The workshop marked a significant advancement in Odisha’s commitment to a sustainable, low-carbon future, fostering cross-sectoral dialogue and laying the groundwork for an inclusive and actionable energy transition roadmap.

The workshop was attended by the Deputy Chief Minister and Minister of Agriculture, Farmers Empowerment, and Energy, Kanak Vardhan Singh Deo. Notable participants included Vishal Kumar Dev, Principal Secretary of the Energy Department; Dr. Satya Priya Rath, Managing Director of GRIDCO; Ms. Sujata Gupta, South Asia Energy Director at the Asian Development Bank (ADB); Sreyamsa Bairiganjan, Chief of Programmes at the Shakti Sustainable Energy Foundation; and Padam Prakash, Partner at PricewaterhouseCoopers Pvt. Ltd. (PwC).

In his keynote address, Deputy Chief Minister Singh Deo reaffirmed Odisha’s leadership in the national energy transition movement. “Odisha is not merely participating in the energy transition; we are committed to leading it. With a GDP growth rate of around 7% and a disproportionately high share of national emissions, it is imperative that we act decisively. The draft policy is a strategic roadmap designed to drive accountability, innovation, and measurable progress. We are determined to implement it with urgency and precision, setting a benchmark for other states.”

Vishal Kumar Dev emphasised the importance of collaboration and measurable outcomes. The draft Odisha Energy Transition Policy serves as a forward-looking framework that integrates renewable energy, energy efficiency, and green employment.

Dr. Satya Priya Rath highlighted GRIDCO’s central role in this transition, stating that GRIDCO is dedicated to facilitating sectoral emission reductions and aligning with national targets. Ms. Sujata Gupta expressed strong support for Odisha’s vision, noting that the ADB has backed various energy transition initiatives across multiple countries and is eager to extend similar support to Odisha. Shri Sreyamsa Bairiganjan praised Odisha’s proactive approach, while Shri Padam Prakash underscored the importance of data-driven planning.

PwC delivered a comprehensive presentation outlining how various departments, beyond just the Energy sector, can collaboratively contribute to Odisha’s clean energy future. The presentation emphasised the necessity of systematic, result-oriented interventions implemented within defined timelines. It showcased an integrated approach where departments such as Industry, Health, Urban Development, Fisheries, and Agriculture can align their strategies with the state’s energy transition goals.

The session concluded with engaging discussions among stakeholders, fostering valuable cross-sectoral dialogue and reinforcing the collective commitment to a greener and more sustainable Odisha. The event wrapped up with a vote of thanks delivered by Dr. Debi Dutta Tripathy, FA and Additional Secretary to the Government of Odisha.
