The Bhubaneswar-Cuttack Police Commissionerate has issued a public notice announcing traffic restrictions in the capital city from September 18 to 25, 2025, coinciding with the 4th Session of the 17th Odisha Legislative Assembly (OLA).

The regulations aim to ensure smooth traffic flow and heightened security around the Assembly premises.

According to the directive issued under Section 28 of the Odisha Urban Police Act, 2003 and Regulation 36 of the Commissionerate Traffic and Public Order Regulation, 2008, several key routes will be diverted during the session:

  • Vehicles from Housing Board Square to Rabindra Mandap will be diverted at Keshari Talkies Square.
  • Traffic from AG Square to PMG must turn right at Jaydev Bhawan and proceed via Indira Gandhi Park Road.
  • Vehicles from Master Canteen to PMG will be diverted near Lower PMG lanes.
  • Movement from 120 Infantry Battalion Square to Rabindra Mandap will be redirected to Power House Square.
  • Vehicles from Raj Bhawan Square heading to MLA Colony and Rabindra Mandap will be diverted to Sastrinagar Square.

Emergency vehicles such as police, fire, and ambulances, along with those authorized to access official buildings like the State Assembly and Lokseva Bhawan, will be exempt from these restrictions.

The Commissionerate has urged citizens to cooperate and plan their travel accordingly to avoid inconvenience. The traffic diversions will be enforced on all days of the Assembly session.
