Commissionerate Police Issues Guidelines for Safe Holi Celebrations in Bhubaneswar

The Commissionerate Police of Bhubaneswar-Cuttack has issued a set of guidelines aimed at ensuring a safe, secure, and peaceful celebration of the Holi festival.


These measures are in response to the increased potential for accidents and unlawful activities during the vibrant and often chaotic festivities associated with Holi.

Key Measures and Restrictions:

  • Prohibition on Entering Water Bodies While Intoxicated: To prevent accidents, individuals are prohibited from entering rivers or other water bodies after consuming alcohol. Parents, neighbors, friends, and relatives are encouraged to advise others, especially children, against such actions.
  • Police Deployment: Police forces will be stationed near various water bodies and river ghats. Additionally, the Odisha Disaster Rapid Action Force (ODRAF) teams and Fire Services will be on standby to prevent mishaps.
  • Drunk Driving Restrictions: The traffic police will set up checkpoints across various locations to monitor and take strict action against drunk driving.
  • Law and Order: To maintain law and order, 20 platoons of police forces will be deployed throughout the city. This measure aims to prevent anti-social activities and criminal behavior.
  • Crackdown on Illegal Alcohol and Drugs: Intensive surveillance and raids will be conducted to curb the illegal sale and distribution of alcohol and narcotic substances before Holi.
  • Avoidance of Harmful Chemicals and Provocative Behavior: The public is requested to avoid using harmful or chemical colors during Holi. Additionally, individuals are urged to refrain from making provocative comments to ensure a friendly and harmonious atmosphere.

Enforcement and Monitoring:

Inspections will be intensified at hotels and other public places to monitor potential offenders closely. Strict actions will be taken against those who violate the law.

Public Safety Focus:

These guidelines reflect the proactive approach of the Bhubaneswar-Cuttack police in preventing accidents and maintaining order during Holi, a festival known for its exuberance but also its potential for chaos, especially with alcohol, water, and color-related activities.

The Commissionerate Police’s efforts aim to ensure that the Holi festival is celebrated joyously and safely, preserving its cultural essence while addressing modern safety concerns.
