CBI Launches Preliminary Probe Against Sonam Wangchuk Over Alleged FCRA Violations

The Central Bureau of Investigation (CBI) has initiated a preliminary enquiry into alleged violations of the Foreign Contribution (Regulation) Act (FCRA) by Ladakh-based activist Sonam Wangchuk and his institute, the Himalayan Institute of Alternatives Ladakh (HIAL). No FIR has been registered yet.


According to officials, the CBI began the probe about two months ago following a reference from the Ministry of Home Affairs (MHA). Financial statements of both HIAL and Wangchuk are under scrutiny. Wangchuk has been called to appear before the agency but has not responded so far.

Wangchuk told PTI that the institute does not depend on foreign funding but generates revenue by exporting knowledge. “In three instances, authorities considered this as foreign contribution,” he said.

The MHA has accused Wangchuk of inciting violence in Ladakh during a hunger strike on September 10, demanding 6th schedule status and statehood for the union territory. The ministry said a mob, allegedly provoked by his speeches, attacked government offices and a political party office in Leh, injuring over 30 police/CRPF personnel and causing property damage. Police were forced to resort to firing in self-defense.

The CBI probe is ongoing, and the story is being updated as new developments emerge.
