Cabinet Approves Rs 8,308 Cr Bhubaneswar Bypass Project

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, has approved the construction of a 6-lane Access-Controlled Capital Region Ring Road (Bhubaneswar Bypass – 110.875 km) in Odisha.


This project will be developed using the Hybrid Annuity Mode (HAM) at a total capital cost of Rs. 8,307.74 crore.

Currently, the route from Rameshwar to Tangi on the existing National Highway experiences significant congestion due to high traffic volumes, particularly as it passes through the highly urbanised areas of Khordha, Bhubaneswar, and Cuttack. To alleviate these issues, the project is planned as a 6-lane Access-Controlled Greenfield Highway. It is expected to significantly benefit Odisha and other eastern states by diverting heavy commercial traffic away from Cuttack, Bhubaneswar, and Khordha. This will enhance freight movement efficiency, reduce logistics costs, and promote socio-economic growth in the region.

The alignment of the project connects with three major National Highways (NH-55, NH-57, and NH-655) and one State Highway (SH-65), ensuring seamless connectivity to key economic, social, and logistics hubs across Odisha. Additionally, the upgraded corridor will improve multi-modal integration by linking with 10 Economic Nodes, 4 Social Nodes, and 5 Logistic Nodes. It will also connect to one major railway station, one airport, one proposed Multi-Modal Logistics Park (MMLP), and two major ports, thereby facilitating faster movement of goods and passengers throughout the region.

Upon completion, the bypass is expected to play a crucial role in regional economic growth by strengthening connectivity between major religious and economic centres, while also creating new opportunities for trade and industrial development. The project is anticipated to generate approximately 74.43 lakh person-days of direct employment and 93.04 lakh person-days of indirect employment, promoting growth, development, and prosperity in the surrounding areas.
