Odisha Signs 6 MoUs with India Post, ICRISAT and MSSRF to Boost Farmer Incomes

The Government of Odisha has signed six Memoranda of Understanding that link the postal network, international crop science and community nutrition work into a single push: raise farmer incomes and make quality seed and government schemes easier to reach in villages.


The agreements were signed by the Department of Agriculture & Farmers’ Empowerment (DAFE) with the Department of Posts, Odisha Circle; the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT); and the M. S. Swaminathan Research Foundation (MSSRF). Deputy Chief Minister and Agriculture Minister Kanak Vardhan Singh Deo said the test of the deals would be simple: whether farm households actually earn more and eat better.

“These six historic MoUs mark a paradigm shift,” he said. “By leveraging our vast network of Gramin Dak Sevaks for AgriStack enrolment and partnering with premier research institutions like ICRISAT and MSSRF, we are decentralizing our seed systems, empowering our smallholder farmers, and tackling malnutrition at the grassroots level.”

Post offices as farm service points

One MoU brings Gramin Dak Sevaks into the state’s digital agriculture stack. They will help farmers enrol in the Farmer Registry, generate Farmer IDs, complete CM KISAN registration, finish PM-KISAN e-KYC and seed NPCI or Aadhaar details. The aim is accurate records and easier access to schemes in remote blocks, not another portal that farmers must travel to a town to use.

Four ICRISAT projects on pulses and oilseeds

Four separate MoUs with ICRISAT cover RKVY-DPR work on seed systems for pulses and oilseeds, including chickpea, lentil, pigeonpea, gram, niger and sesame. The package includes speed breeding for climate-resilient varieties and a drive for “Atmanirbhar Odisha” in pulses. Officials say the goal is more quality seed in farmers’ hands, crop diversification and higher yields when the weather turns unreliable.

Nutrition farming in Nayagarh

The sixth MoU, with MSSRF, funds a three-year Farming System for Nutrition project for 3,000 small and marginal farmers in Nayagarh. It will combine biofortified crops, pulses, vegetables, backyard poultry and aquaculture with seed banks, nutrition gardens and community processing units. The project is designed to lift yields of nutrient-dense food, household diets and cash income together rather than treat them as separate programmes.

The ceremony was attended by Commissioner-cum-Secretary Sachin Ramchandra Jadhav, Chief Postmaster General Nirmaljeet Singh, Director of Agriculture Shubham Saxena and Director of Horticulture Kalunge Gorakh Waman.

The state has framed the three strands as one strategy: digital last-mile access, productivity and climate resilience, and nutrition-linked livelihoods. Whether that holds will be judged, ministers said, not by the number of signatures but by what reaches the farm.
