Saatvik Solar Inks MoU with Odisha for 3.6 GW Phase-II Solar Cell Plant as Phase-I Nears Commissioning

Company’s Gopalpur facility advances toward production while locking in major expansion to strengthen India’s domestic solar manufacturing backbone

In a decisive move that underscores India’s push for self-reliance in clean energy, Saatvik Solar has signed a Memorandum of Understanding with the Government of Odisha to establish a 3.6 GW solar cell manufacturing facility at Gopalpur in Ganjam district.


The agreement, inked with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), marks the next major chapter in the company’s ambitious manufacturing journey. It builds directly on the rapid progress of its Phase-I integrated plant at the same location, which already includes 2.4 GW of cell capacity and 4 GW of module capacity.

Phase-I has reached a critical inflection point. Construction and major infrastructure works are complete. Equipment installation and testing are advancing steadily, and the dedicated 220 kV substation stands ready for charging. Tool installation is progressing well, with ramp-up of the cell line expected to begin shortly. The company has also scheduled the ALMM-II inspection for September — a key regulatory milestone that will bring the facility closer to full commercial production.

“Odisha is more than a manufacturing milestone for Saatvik; it is a statement of our ambition,” said Prashant Mathur, CEO of Saatvik Green Energy Limited. “As our 2.4 GW cell and 4 GW module manufacturing lines move towards production, we are taking a decisive step towards building scale, strengthening integration and creating the foundation for our next phase of robust growth.”

The proposed Phase-II 3.6 GW cell facility will take Saatvik’s total planned cell capacity at Gopalpur to 6 GW, complementing its existing 4.8 GW module plant in Ambala, Haryana. Commercial production from Phase-II is targeted for FY28.

Beyond capacity numbers, the project is expected to generate significant employment and catalyse the growth of a wider renewable-energy industrial ecosystem in coastal Odisha. By deepening domestic cell manufacturing capabilities, Saatvik aims to reduce import dependence, improve supply-chain resilience, and deliver high-quality, Made-in-India solar products at competitive scale.

The company’s phased development at Gopalpur reflects a long-term strategy focused on technological excellence, operational readiness, and alignment with India’s broader energy-security goals. As Phase-I moves toward commissioning and Phase-II takes formal shape, Saatvik is positioning itself as a key player in transforming India from a major consumer of clean energy into a global manufacturing powerhouse.
