Odisha Chief Minister Mohan Charan Majhi on Tuesday reviewed the Finance Department’s performance at Lok Seva Bhawan and called for sharper efficiency in revenue collection alongside a further acceleration in both programme and capital expenditure.
Presenting detailed figures, officials reported that total revenue receipts up to July of the current financial year stood at ₹61,593 crore — a healthy 7.3% rise over the corresponding period last year. The state’s own revenue grew even faster at 11.9%, driven by a 9.3% increase in own tax revenue and a robust 14.8% jump in non-tax revenue.
Capital expenditure (Capex) showed particularly strong momentum, reaching ₹11,300 crore by the end of July against ₹9,399 crore in the same period last year — a 20.2% surge. Programme expenditure also climbed 19.1% year-on-year.
The composition of revenue sources remains balanced: central grants account for 10%, the state’s share in central taxes 31%, own tax revenue 31%, and own non-tax revenue 28%.
Chief Minister Majhi emphasised that a more efficient revenue machinery is essential for overall development, while greater capital and programme spending will accelerate growth. “We are preparing multiple schemes with the goal of building a prosperous Odisha by 2036. This demands large-scale investment in infrastructure,” he said, urging departments to step up Capex execution and further improve collection systems.
Finance Department Principal Secretary Sanjeev Mishra made the detailed presentation. The review was attended by Chief Secretary Anu Garg, Development Commissioner D.K. Singh, Additional Chief Secretary to the Chief Minister Saswata Mishra, Special Secretary Yamini Sarangi, and senior Finance Department officials.
