Odisha Signs MoC with IHI Corporation and ACME Group

Strategic Partnership to Boost Clean Energy and Industrial Growth

The Government of Odisha signed a Memorandum of Cooperation (MoC) with Japan’s IHI Corporation and India’s ACME Group to strengthen collaboration in clean energy, advanced manufacturing, and industrial development.


The MoC, announced during an interaction with Japanese business delegates in Bhubaneswar on July 3, 2026, reflects a shared commitment to establish large-scale projects leveraging Odisha’s resources, industrial ecosystem, and policy support.

The proposed projects involve a cumulative investment of Rs 67,000 crore and promise employment for around 7,000 people. Plans include a 0.4 MTPA green ammonia project at Gopalpur–Tata SEZ with Rs 20,000 crore investment and 3,400 jobs, along with a floating terminal infrastructure worth Rs 1,000 crore. Additionally, a 0.8 MTPA green ammonia project at Paradeep with Rs 34,000 crore investment and 3,600 jobs, plus a methanol project worth Rs 12,000 crore, are on the agenda.

Chief Minister Mohan Charan Majhi welcomed Japanese enterprises, highlighting Odisha’s vision for Samruddha Odisha 2036 and Viksit Bharat 2047. Industries Minister Sampad Chandra Swain assured seamless facilitation for investors.

IHI Corporation President Hiroshi Ide praised Odisha’s industrial strengths and sustainable development focus, while ACME Group Chairman Manoj Upadhyay emphasised building globally competitive clean energy ecosystems.

The event included representatives from Mitsubishi Gas Chemical Company, Inc., the World Bank Group, and senior officials from Odisha. The collaboration is expected to accelerate clean energy investments, foster technology transfer, and create opportunities for MSMEs, ancillary industries, and skilled youth.
