Odisha Vigilance unearthed massive assets during ongoing searches on properties linked to Padmalochan Nayak, Executive Engineer of CADA, Sambalpur Division.
The raids revealed multi-storeyed buildings, valuable plots, vehicles, cash, and machinery, intensifying the disproportionate assets case.
Officials reported the discovery of a residential triple-storeyed building measuring approximately 7,000 sq ft at Bidyadharpur, Cuttack, and a double-storeyed house of 1,465 sq ft at Mukhalis under Basta police station in Baleshwar district. Vigilance teams also identified 15 valuable plots spread across Bhubaneswar, Cuttack, Korei in Jajpur, Basta in Baleshwar, and Delanga in Puri.
The Vigilance Technical Wing is currently assessing the measurement and valuation of these properties. In addition, investigators seized ₹3.45 lakh in cash along with foreign currency notes from Sri Lanka, Nepal, Bahrain, and the USA.
Searches further revealed one JCB machine, three four-wheelers, including a Toyota Innova, Tata Indigo, and WagonR, and a two-wheeler. Bank deposits, postal savings, and other financial investments are being verified.
Service Career of Padmalochan Nayak
Padmalochan Nayak (DOB: 04.02.1967) entered government service on 11 July 1991 as a Junior Agriculture Engineer (JAE) at the Office of the Executive Engineer, CAD Division, Sambalpur, with an initial salary of Rs 2,600.
He served as JAE across CAD/MI Divisions in Sonapur, Cuttack, and Brahmapur until 31 July 2007. On 1 August 2007, he earned promotion to Assistant Agriculture Engineer (AAE) and was posted at the ADAO Circle, Pattamundai, Kendrapada.
In July 2008, he was transferred to the Office of the Soil Conservation Officer, Cuttack, as AAE, and later in July 2015, he was deployed to the Office of the Deputy Director of Horticulture, Malkangiri, under the Project Director Watershed, Cuttack. On 20 June 2016, he joined the Office of the Executive Engineer, CAD Division, Malkangiri, as AAE.
His career advanced further on 1 November 2019 when he was promoted to Assistant Executive Engineer (AEE) and served under the Department of Water Resources across CAD Divisions in Malkangiri, Rayagada, and Sambalpur until 30 November 2023.
On 1 December 2023, he was promoted to Executive Engineer (EE) and posted at the CAD Division, Sambalpur, where he continues to serve.
