Supreme Court Directs Odisha to Ensure Dignified Life for Blind Man and Elderly Mother

The Supreme Court directed the Odisha government to guarantee social security benefits and a dignified life for Japa Bhue, a visually impaired man, and his 80-year-old mother, Radhika Bhue, who live in extreme poverty.


A Bench led by Chief Justice Surya Kant and Justice V. Mohana expressed concern over their overall well-being, stressing that the issue extends beyond allotting a government house. The Odisha government informed the court that Radhika Bhue had received a house under the Pradhan Mantri Awas Yojana, while Japa’s brothers were allotted separate units. However, the Bench asked whether the mother and son were receiving adequate welfare support to lead a dignified life.

The Court ordered the State to file an affidavit through the Chief Secretary, confirming if Radhika receives old-age pension and if Japa has access to disability pension and other entitlements. It also directed the Odisha State Legal Services Authority (OSLSA) to visit the family, coordinate with district officials, and ensure immediate medical needs are addressed.

In a significant move, the Court instructed that Japa Bhue be engaged as a paralegal volunteer to spread awareness among differently abled persons about their rights and welfare schemes. He will receive an honorarium not less than the minimum wages notified by the State.

The Bench further asked OSLSA to examine Japa’s eligibility for a house under government schemes and pursue the matter if he qualifies. Emphasising dignity, the Court directed Odisha authorities to provide basic amenities and essential support to the family while compliance reports are filed.
