New Era in Bengal: Manoj Kumar Agarwal Appointed Chief Secretary Under Suvendu Adhikari’s Government

Just days after the Bharatiya Janata Party (BJP) formed its first government in West Bengal, senior IAS officer Manoj Kumar Agarwal has been appointed as the new Chief Secretary of the state.


The appointment was announced on Monday through an official notification issued by the Department of Personnel and Administrative Reforms.

A 1990-batch IAS officer of the West Bengal cadre, Agarwal was serving as the Chief Electoral Officer (CEO) of West Bengal and ex-officio Additional Chief Secretary of the Home and Hill Affairs Department before taking charge as the state’s top bureaucrat.

His appointment came shortly after Chief Minister Suvendu Adhikari distributed portfolios among ministers of the newly formed BJP government.

BJP Government Makes Key Administrative Changes

Manoj Kumar Agarwal replaced outgoing Chief Secretary Dushyant Nariala, who had been appointed by the Election Commission ahead of the 2026 Assembly Elections. Nariala will now serve as West Bengal’s Resident Commissioner in Delhi.

The BJP government has already made multiple high-level administrative appointments since assuming power. Earlier, former Election Commission special observer Subrata Gupta was appointed as an adviser to the Chief Minister.

The appointment of Agarwal is being viewed as one of the most significant bureaucratic decisions taken by the new administration after the BJP secured a historic victory in the 2026 West Bengal Assembly Elections.

Rare Transition From Election Chief to Chief Secretary

The appointment is considered unusual because it is rare for a state’s Chief Electoral Officer to directly become Chief Secretary. However, similar precedents exist in India. In 2018, Vijay Kumar Dev moved from the role of Delhi Chief Electoral Officer to Chief Secretary of Delhi.

Born in July 1966, Manoj Kumar Agarwal holds an engineering degree and has served in several important administrative positions across departments during his bureaucratic career. Before becoming CEO in August 2025, he worked as principal secretary and commissioner in multiple state departments.

During his tenure as Chief Electoral Officer, Agarwal supervised the Special Intensive Revision (SIR) process, under which nearly 9.1 million voter names were deleted from electoral rolls. The move generated controversy after 2.71 million names were reportedly removed under the “logical discrepancy” category.

He also oversaw the two-phase West Bengal Assembly Elections, which witnessed heavy deployment of central security forces and comparatively fewer incidents of political violence.

TMC Criticises Appointment

The appointment triggered criticism from the opposition Trinamool Congress (TMC). Party leaders questioned the neutrality of the election process and alleged political favouritism.

TMC MP Sagarika Ghose criticised the decision on social media, alleging that the appointment raises concerns about the fairness of the 2026 Assembly Elections.

Despite the criticism, the BJP government defended its administrative decisions and continued assigning portfolios to ministers in the new cabinet.

Key Portfolios Assigned in New BJP Cabinet

Senior BJP leader Agnimitra Paul was given charge of the Municipal Affairs and Urban Development Department along with the Women and Child Development and Social Welfare Department.

Former BJP state president Dilip Ghosh received the Rural Development and Animal Husbandry portfolios.

Former Union Minister Nisith Pramanik was assigned the North Bengal Development Department and Sports and Youth Affairs Department.

Matua community leader Ashok Kirtania became the Food Minister, while tribal leader Kshudiram Tudu was appointed minister for Backward Classes Welfare, Minority Affairs, and Madrasah Education.

Chief Minister Suvendu Adhikari has retained control of several major departments for the time being.

Political Significance of the Appointment

The BJP’s landslide victory in West Bengal marked a major political shift in the state after decades of dominance by regional parties. The appointment of Manoj Kumar Agarwal as Chief Secretary is being seen as a strategic administrative move as the new government begins restructuring governance and bureaucracy.

Political analysts believe the coming weeks will be crucial as the BJP government attempts to establish administrative control while countering criticism from the opposition.
