The Odisha Government announced the creation of the State Institute for Transformative Initiatives (SITI Odisha), replacing the dissolved State Planning Board.
The Planning and Convergence Department issued a resolution confirming the move.
Chief Minister Mohan Charan Majhi will chair the Governing Council of SITI Odisha, which will serve as the apex policy research and advisory body. The government aims to align the institute with its vision of Samrudha Odisha 2036 and Viksit Bharat 2047.
Officials said SITI Odisha will provide a forward-looking framework anchored in strategic policy thinking, innovation, cooperative federalism, and measurable outcomes. It will guide the state government across six themes: Economy and Finance, Rural Economy and Livelihoods, Employment and Urban Development, Ideation and Innovation, Energy Transition, and Environment and Natural Resources.
The Governing Council will include a Vice-Chairperson with Cabinet rank, four full-time members with Minister of State privileges, nine ex officio members, and two special invitees. The Development Commissioner-cum-Additional Chief Secretary will serve as Member Secretary. A senior IAS officer will be appointed as Chief Executive Officer (CEO) for a fixed tenure.
The framework also provides for a Program Director, a multidisciplinary Project Implementation Unit (PIU), and an administrative unit. An attached office, the State Monitoring and Evaluation Office (SMEO), will act as the nodal institution for evidence-driven governance.
SITI Odisha will function under the administrative control of the Planning and Convergence Department and convene at least once annually to review progress.
