Odisha Govt Considers Reducing Toll Fines for Vehicles Without PUC Certificates

Odisha Commerce and Transport Minister Bibhuti Bhusan Jena announced that the state government is examining the possibility of reducing toll fines for vehicles.


Currently, a Rs 10,000 fine is imposed at toll gates on vehicles without a Pollution Under Control (PUC) certificate.

“Our aim is not to penalise citizens unnecessarily. The government is considering reducing the fine while ensuring enforcement remains fair and practical,” Jena said. He acknowledged that many vehicle owners find obtaining a PUC certificate burdensome.

The minister emphasised that possessing a PUC certificate, along with a valid fitness certificate and driving licence, is mandatory for all vehicle owners. He noted that enforcement may sometimes appear sudden, but is necessary to maintain air quality.

Referring to the Odisha High Court’s ruling on Tuesday, Jena stated that vehicle owners must clear any outstanding challans older than 90 days before applying for a PUC. The court also dismissed a Public Interest Litigation (PIL) challenging the issuance of PUCs for motor vehicles.

Officials said the government’s review aims to balance environmental responsibility with practical enforcement, ensuring compliance without imposing excessive penalties.
