Odisha’s Tobacco Tax Collection Crosses Rs 6500 Crore in 10 Years

The Odisha government has amassed approximately Rs 6595 crore in taxes from the sale of pan masala, gutkha, and tobacco products over the past ten years.


This information was presented by Chief Minister Mohan Majhi in the Odisha Assembly, responding to a query from MLA Tankadhar Tripathy.

The state has experienced a consistent annual increase in tax revenue from these products. In the financial year 2024-25 alone, the collection reached Rs 1,047 crore. Odisha imports these items from 16 different states across India.

The escalating revenue underscores the high consumption rates of pan masala, gutkha, and tobacco within the state, raising concerns about public health despite the economic gains. The government is now expected to find a balance between generating revenue and implementing regulatory measures to mitigate the health risks associated with tobacco consumption.

Medical experts warn that the use of gutkha and tobacco poses severe health risks, including an elevated risk of oral, throat, and lung cancer. Prolonged use can lead to addiction and cause significant damage to the gums, teeth, and overall oral hygiene. Additionally, tobacco consumption is linked to cardiovascular diseases, high blood pressure, and respiratory issues.

As the debate continues, the Odisha government must navigate the complex issue of balancing economic benefits with the imperative to protect public health.
