Odisha CM Mohan Majhi Inaugurates Matsya-Pranee Samavesh in Bhubaneswar

CM Majhi highlights Kamadhenu Yojana's milk production boost, vows to make Odisha No.1 in fisheries, issues stern warning on cow smuggling, and assures land for gaushalas

Odisha Chief Minister Mohan Charan Majhi today inaugurated the three-day Matsya-Pranee Samavesh Odisha (MPSO-2026) Conclave at Janata Maidan in Bhubaneswar.


The event, themed “Innovative Interventions in Fisheries and Livestock for Viksit Odisha,” brings together fishermen, animal rearers, researchers, scientists, and students from across the state.

The Chief Minister hailed the **Mukhyamantri Kamadhenu Yojana** as a historic scheme launched in the government’s first budget to enhance dairy production. “In just one-and-a-half years, milk production has increased by over 1.35 lakh litres daily compared to previous levels,” he stated, reaffirming the government’s commitment to further growth.

Addressing the predominance of small and marginal farmers (92 per cent in Odisha) and the shrinking land holdings due to population growth, Majhi advised integrating agriculture with allied sectors like fish farming, cattle rearing, goat farming, poultry, and duck rearing. He highlighted various ongoing government schemes to support these activities.

The Rs 1,400 crore Kamadhenu Yojana offers up to 70 per cent subsidy for high-yielding crossbred cows and buffaloes. To date, Rs 262 crore has been disbursed to 4.73 lakh beneficiaries. Additional measures include Rs 2 per litre incentive through OMFED and a sex-sorted semen artificial insemination programme benefiting 2.30 lakh cattle rearers.

On farmer incomes, the CM noted that schemes like Samriddha Krushak Yojana, PM-KISAN, CM-KISAN, and Subhadra Yojana have raised average annual household income above Rs 61,000.

Majhi reiterated the government’s resolve to make Odisha self-reliant in fish, meat, chicken, and eggs. Currently fourth in national fish production, the state aims for the top spot through schemes including Mukhyamantri Matsyajibi Kalyan Yojana, Pradhan Mantri Matsya Sampada Yojana, and promotion of biofloc and cage culture techniques.

He encouraged animal husbandry as a profitable venture, citing government support like loan waivers, free vaccinations, and health services, and urged expansion into goat, pig, poultry, and duck farming.

During the event, the CM distributed assistance to beneficiaries and honoured achievers, including Gopal Ratna to Dillip Pradhan (Anugul) and Native Breed Conservation Award to Sukanta Kumar Biswal (Jajpur). Six top fish farmers and six animal husbandry farmers also received awards.

In a firm stance on cow protection, Majhi warned: “Stop smuggling Gomata, or face strict action.”

Revenue Minister Suresh Pujari announced that the Revenue Department will allocate land anywhere in the state for gaushala construction.

Fisheries and Animal Resources Development Minister Gokulananda Mallik credited the Kamadhenu Yojana for sparking a milk revolution and noted awareness melas across all blocks and districts.

The conclave focuses on infrastructure development, farmer support, and sector innovation.
