Odisha Govt Adopts Satellite Imagery of Plots for Transparency in Paddy Procurement

Nearly 25 lakh plots surveyed as state leverages technology to ensure fair and accountable procurement.

With the ongoing Kharif season, the State Government has taken steps to ensure that suspected non-cultivated paddy plots identified through satellite imagery are systematically verified to distinguish genuine paddy cultivation from non-cultivated areas.


To date, the State has identified 2,614,137 plots across 30 districts, of which the survey for 2,494,437 plots has been completed. The plots flagged as suspected will undergo field verification.

As a result of the verification carried out so far, 546,591 plots have been classified as paddy cultivated land, while approximately 1.9 million plots have been identified as non-paddy cultivated land. District Revenue Collection Staff (DRCS) from all districts have been instructed to issue show-cause notices to farmers who have mistakenly registered non-cultivated land as paddy cultivated land for the Kharif Marketing Season (KMS) 2025–26.

The satellite verification process consists of three steps: first, suspected plots are identified using satellite imagery; next, district officials conduct field verification; and finally, verified plots are approved by DRCS officials at the district level.

Upon approval, tokens are generated for plots confirmed to have paddy cultivation. In cases where plots remain classified as suspected or are found to be non-paddy land, tokens are not issued.

This satellite-based verification process is being implemented to ensure transparency, accuracy, and fairness in paddy procurement. It aims to safeguard the interests of genuine farmers while preventing ineligible registrations and the misuse of public resources.
