Odisha Delegation Engages in Election Management Talks at University of Warsaw

The Election Commission of India delegation from Odisha met officials at the University of Warsaw to strengthen cooperation in election management and democratic research.


First, the Dean and Professors of the Department of Political Science and International Studies explained Poland’s electoral system. Then, the Indian team presented a comparative overview of India’s electoral framework, highlighting its scale, diversity, and federal structure.

Next, the delegation described how the National and State Election Commissions conduct elections for Parliament, State Legislatures, and local bodies. They emphasised India’s constitutional framework that sustains democratic aspirations at multiple levels.

Meanwhile, Additional Secretary and National Level Master Trainer Shri Satrughna Kar highlighted the role of the India International Institute of Democracy and Election Management (IIIDEM). He invited the University of Warsaw to collaborate with IIIDEM on joint research, training, and the sharing of global best practices.

Later, the delegation joined a round-table discussion with the Secretary-General of the Community of Democracies. The Secretary-General outlined democratic frameworks of 30 member states that endorsed the Warsaw Declaration.

Finally, the Indian side shared insights on measures adopted by the Election Commission of India to uphold electoral integrity, enhance transparency, and sustain the trust of over 990 million voters.

The delegation included Shri Kar, Shri Pramod Kumar Sahu, Shri Amrit Ruturaj, Dr Manoranjan Sahu, and Shri Chinmaya Kumar Seet. Their participation reinforced Odisha’s role in advancing international cooperation on election management.
