Odisha CM Pushes for Faster DMF Spending: Rs 34,052 Crore Collected, 55% Utilized!

Odisha Chief Minister Mohan Charan Majhi today chaired a crucial meeting at Lok Seva Bhawan to review the operations and progress of District Mineral Foundations (DMFs) across the state.


The discussion revealed that, as of the end of October this year, a total of Rs 34,052 crore has been collected from 11 DMF districts, with approximately 55% of the funds already expended. The Chief Minister advised officials to accelerate spending to ensure that basic services are provided to the public effectively.

Following the reconstitution of DMFs in 10 districts, Trust Board meetings have been successfully conducted. In the meeting, CM Majhi directed the departmental secretary to ensure that every DMF submits an annual report along with an audit report. He also instructed that DMF funds collected from minor minerals must be utilised within the same district, focusing on essential needs such as education, health, water supply, and transportation.

Emphasising comprehensive coverage, the Chief Minister mandated the provision of full basic facilities in saturation mode to areas adjacent to mining zones. Additionally, steps must be taken to prevent pollution in nearby settlements. The meeting highlighted the need to convene DMF Trust Board meetings to expedite projects and identify villages directly and indirectly affected by mining activities.

For districts where annual DMF collections amount to Rs 10 crore or more, the CM directed the establishment of an Endowment Fund. This fund should be invested in government securities, scheduled bank bonds, or fixed deposits. The purpose is to create livelihood opportunities for future generations in regions where mineral resources are depleted or mining operations cease for any reason.

The meeting was attended by key officials, including Chief Secretary Manoj Ahuja, Development Commissioner Anu Garg, Additional Chief Secretary of the Mining Department Surendra Kumar, and Principal Secretary to the Chief Minister Sashwat Mishra, among others.

This initiative underscores the government’s commitment to sustainable development and equitable distribution of mining revenues for the welfare of affected communities.
