The Commissionerate Police has issued a traffic advisory for Bhubaneswar ahead of the 5th Session of the 17th Odisha Legislative Assembly, which will be held from November 27 to December 31, 2025. The restrictions and diversions have been planned to ensure smooth traffic flow and enhance security around the Assembly premises.
Traffic Restrictions Announced for Key Routes
The advisory has been enforced under Section 28 of the Odisha Urban Police Act, 2003, and Regulation 36 of the Bhubaneswar–Cuttack Police Commissionerate (Traffic and Public Order) Regulation, 2008.
According to the notice, several major roads leading to the Assembly will see restricted movement. Vehicles will be diverted to alternative routes to avoid congestion.
Key Traffic Diversions

Housing Board Square → Rabindra Mandap
Vehicles will be diverted at Keshari Talkies Square. -
AG Square → PMG
Vehicles must take a right turn from Jaydev Bhawan and proceed via IG Park Road. -
Master Canteen → PMG
Vehicles will be diverted to adjoining lanes near Lower PMG. -
120 Infantry Battalion Square → Rabindra Mandap
Vehicles will be rerouted via Power House Square. -
Raj Bhawan Square → MLA Colony / Rabindra Mandap
Vehicles will be diverted at 120 Battalion Square towards Sastrinagar Square.
Exemptions for Emergency and Official Vehicles
Emergency vehicles—including police, fire services, and ambulances—are exempt from these restrictions. Vehicles authorised to enter State Assembly, Lok Seva Bhawan, and other government buildings will also be allowed movement through restricted routes.
The traffic diversions will remain in effect on all days when the Assembly is in session.
